The northern city was described in a recent Lonely Planet travel guide as being appropriate for capital status were London no longer suitable.

Asked about such a possibility, Lord Davies said "its future looks bright".

He also said he was unsure about why Europeans had yet to discover the delights of northern England.

He was responding, during light hearted exchanges, to a question about how climate change could affect Britain's tourism industry.

He described Manchester as "a very important tourist destination indeed, at present".
